From 2023 to 2025, China's fluorinated surfactant industry will witness a historic breakthrough - the core technologies of high-end products will be comprehensively conquered, and fluorinated surfactants of electronic grade, new energy grade and food grade will achieve large-scale production and application, completely breaking the 30-year monopoly of foreign enterprises such as 3M, Chemours and Asahi Glass. Open a new chapter in the rise of domestic high-end fluorinated surfactants.

For a long time, the global high-end fluorinated surfactant market has been monopolized by foreign capital. With technological barriers, patent layout and brand advantages, foreign-funded enterprises occupy over 90% of the high-end market in China. Their products are expensive, delivery cycles are long and technical services are restricted. High-end fluorinated surfactants are key materials in fields such as semiconductor cleaning, photoresists, new energy batteries, high-end coatings, and food contact materials, directly affecting the security of the industrial chain. Breaking the monopoly of foreign capital and achieving self-reliance and control have become the core mission of China's fluorine chemical industry.

From 2023 to 2025, under the support of policies and the pressure of the market, domestic enterprises will increase their investment in research and development, with a cumulative investment of over 3 billion yuan, focusing on technological breakthroughs in high-end products. Key breakthroughs have been achieved in three major fields

1. Electronic-grade fluorinated surfactants: Overcoming high-purity, low-metal ion, and low-particle technologies, the product purity reaches 99.999%, with a metal ion content of less than 1 PPB, meeting the process requirements of 12-inch wafers and 7nm chips. Successfully entering the supply chains of SMIC, Yangtze Memory Technologies Co., LTD., and TSMC. By 2025, the domestic production capacity of electronic-grade fluorinated surfactants will reach 8,000 tons per year, and the domestic production rate will increase from 5% in 2022 to 42%.

2. Fluorinated surfactants for new energy: Develop products such as battery electrolyte penetration AIDS and electrode additives to increase the penetration rate of the electrolyte by 3 to 5 times, reduce battery bubbles, and enhance consistency and cycle life. It has been applied to production lines of BYD, CATL, LG Energy Solution, etc. The liquid injection time has been reduced from 45 minutes to 28 minutes, and the standard deviation of battery consistency has been lowered from 8.7mV to 3.2mV. By 2025, the domestic production rate in the new energy sector will reach 58%, making it a major track for domestic substitution.

3. Environmentally friendly high-end fluorinated surfactants: Short-chain C6, degradable side chain fluorine-containing and fluorine-free substitutes have been industrialized, meeting the strictest PFAS standards of the European Union and China. Their performance is comparable to foreign products, and the cost is 25%-35% lower. By 2025, the domestic production rate of high-end environmental protection products will reach 65%, and they will be exported to regions such as the European Union, the United States, and Japan.

Technological breakthroughs have driven the reshaping of the industrial landscape. From 2023 to 2025, the concentration of the domestic fluorinated surfactant industry will increase rapidly, with the market share of the top five enterprises rising from 32% to 58%. The enterprise is accelerating its global layout, setting up subsidiaries and production bases in Europe, North America and Southeast Asia. By 2025, the export volume of domestic high-end fluorinated surfactants is expected to increase by 68% year-on-year, significantly enhancing its international competitiveness. Meanwhile, the industry standard system is well established. It has taken the lead in formulating five national and industry standards and participated in the formulation of international standards, enhancing its global voice.

The breakthrough of domestic high-end fluorinated surfactants is not only a technological victory but also a victory for the security of the industrial chain. After breaking the foreign monopoly, the procurement costs of domestic downstream industries have decreased by 30% to 50%, the delivery cycle has been shortened by 60%, and the technological response has become more efficient, supporting the high-quality development of industries such as semiconductors, new energy, and high-end manufacturing. In the next three years, with continuous technological upgrades and capacity expansion, the domestic production rate of high-end fluorinated surfactants will exceed 80%, moving from "import substitution"; to "global leadership";.
